Action (SEQRA)
Under SEQRA regulations, "actions" include physical projects and activities that may affect the environment that are undertaken, funded, or require approvals from an agency, as well as certain agency planning/policy activities and adoption of rules or ordinances that may affect the environment. This definition is central because it determines what is subject to SEQRA review.

In practice
For operators, "action framing" matters: over-broad action definitions can expand study scope; under-broad definitions risk later segmentation challenges.
