Request for Proposals (RFP)
NYC Procurement Policy Board rules define an RFP as the documents used to solicit competitive proposals. In public-private development, RFPs are frequently used to select development teams or operators for city-owned sites or city-funded programs.
- Where it applies
- New York City
- When it comes up
- Procurement; sponsor selection; public-private partnership formation
- Property types
- Public land development; public facilities; economic development projects
In practice
Operators should treat RFP response production as a parallel "mini-development process," often requiring early environmental, design, and operations plans to demonstrate feasibility.
