Sending District
In NYS TDR statutes, a sending district is a designated area in which development rights are designated for transfer to one or more receiving districts. Sending districts commonly represent lands targeted for protection (natural, scenic, agricultural, historic, or hazard-prone areas), depending on the adopted local program.

In practice
The sending-area designation is where a municipality "defines what it is buying with TDR" - operators should read it as a policy map as much as a zoning tool.
