Spill Reporting
NYSDEC guidance states that petroleum spills occurring within New York State must be reported to the NYS Spill Hotline within two hours of discovery, except when very specific conditions are met (small quantity, contained, no land/water impact, cleaned within two hours). Reporting obligations can extend beyond the spiller in certain circumstances, including property owners and those with knowledge of the spill.
