Zoning District
A zoning district is a mapped area where a defined set of use and bulk rules applies. New York State enabling laws explicitly anticipate dividing municipalities into districts for zoning purposes, while New York City zoning uses mapped residence, commercial, and manufacturing districts (and overlays/special districts) with defined controls.

In practice
District mapping answers "what you can build" only at a high level; program feasibility typically requires parsing use + bulk + parking/loading + special district rules together.
