CityFHEPS
CityFHEPS (City Fighting Homelessness and Eviction Prevention Supplement) is New York City's rental assistance supplement, administered by HRA/DSS, providing vouchers to eligible households experiencing or at risk of homelessness. Payment standards are set by household size and updated periodically. Refusing an applicant because they hold a CityFHEPS or other lawful-source-of-income voucher is source-of-income discrimination, which is illegal under the NYC Human Rights Law.

In practice
Program payments route through HRA on program timelines; operators should underwrite the process (paperwork, inspection, first payments) rather than the tenant, and document screening criteria applied uniformly to voucher and non-voucher applicants.
